NOTICE INVITING TENDER

Sealed tenders are invited from reputable and experienced contractors/firms/companies for the following works under the Sindh Public Procurement Regulatory Authority (SPPRA) Rules 2010 (Amended 2019).

2. Availability and Submission of Tender Documents

• Blank tender forms can be downloaded from the EPADS website and will also be available from the date of publication of this notice in the print media.

• Duly filled tenders must be submitted through EPADS by 28 November 2025, at 11:00 AM.

• The tenders will be opened on the same day at 11:30 AM in the presence of interested bidders who wish to attend, at the SSP Office, Shikarpur.

3. Terms and Conditions

1. Tenders must be downloaded from the official EPADS system. Incomplete, conditional, or unsigned bids and those without the required Call Deposit will not be entertained.

2. Site visit is mandatory before participation. Interested bidders must apply in writing to the Chairman, Procurement Committee for a scheduled visit during office hours before the closing date.

3. If the competent authority is unavailable or if a public holiday is declared on the tender opening date, the process will be conducted on the next working day at the same venue and time.

4. The earnest money (5% of the total bid amount) must be submitted in the form of a Pay Order in favor of SSP Shikarpur. The tender fee Pay Order must be attached with the same submission.

5. Tenders without earnest money, with short amounts, or conditional bids will be rejected.

6. Bidders must have an average annual financial turnover at least equal to the estimated project cost during the last five years, and must show experience in similar nature works (at least one project of 80% or two projects of 50% of the estimated cost) completed during the same period.

7. Firms must be registered with SRB, FBR, and PEC in the required category.

8. All bids must remain valid for 90 days. No additional premium will be paid to any bidder.

9. A performance security of 5% of the contract value will be required at the time of signing the contract; no work order will be issued without it.

10. If a successful bidder refuses or fails to execute the contract, their bid security will be forfeited as penalty.

11. Each bidder must submit an affidavit confirming that they are not involved in any litigation, have not abandoned work with any government department, and are not blacklisted by any procuring agency.

12. Any firm previously blacklisted but now de-listed by a government department must provide official proof of de-listing before participation.

13. The method of procurement will be Single Stage – One Envelope Procedure as per SPPRA Rules.

14. The competent authority reserves the right to accept or reject any or all tenders, in accordance with SPPRA Rules 2010 (Amended 2019).
