Highway Division Muzaffargarh invites e-tenders from eligible and experienced engineering firms and contractors through the PPRA Punjab E-Tendering System for the works mentioned below. Participation is open to firms and contractors who meet the following terms and conditions:

1. Only contractors/firms registered with the Pakistan Engineering Council (PEC) in the relevant category and codes are eligible to participate.

2. All bidders must be registered on the Punjab PPRA e-procurement system.

3. In accordance with Clause 27 of PPRA Rules, 2014 (Bid Security), bidders are required to upload earnest money amounting to 2% of the estimated cost in the form of a CDR in favor of the Executive Engineer, Highway Division, Muzaffargarh while submitting their bids online. The original CDR must be submitted physically at least thirty (30) minutes before the bid opening time; failing this, the bidder shall be disqualified in the presence of the Tender Opening Committee.

4. As per Clause 56 of PPRA Rules, 2014 (Performance Guarantee), the lowest evaluated bidder shall submit a performance security equal to 5% of the contract amount within fifteen (15) days of receipt of the acceptance letter. The performance guarantee must be in the form of CDR, Bank Draft, Cashier Cheque, Pay Order, or Bank Guarantee, valid for three (03) months beyond the completion or extended completion period. No other form shall be accepted.

5. In line with PPRA Punjab Circular dated 11.10.2024, bidders must quote item-wise rates as well as total amounts and a grand total in the financial proposal. Percentage-based bids above or below the approved cost shall not be accepted.

6. After submission of bids on the portal, contractors may attend the Office of the Commissioner on 31 December 2025 at 01:30 PM, where bids will be retrieved and the quoted rates of the successful bidder will be announced in the presence of the Tender Opening Committee.

7. Submission of any fake or misleading information or documents, including CDRs, receipts, or PEC certificates, shall result in immediate disqualification, blacklisting from future tenders of the C&W Department, and recommendations to PPRA and PEC for further action.

8. The procuring agency reserves the right to reject any or all bids at any stage prior to acceptance, in accordance with Clause 35 of PPRA Rules, 2014.

9. Rigid pavement works shall be executed using a concrete batching plant and concrete paving machine.

10. TST, DST, and surfacing works shall be carried out through a fully mechanized system.

11. Recovery against credit of old material shall be adjusted manually and bids shall be evaluated accordingly.

12. All contractor claims must be submitted electronically.

13. The response time shall be calculated from the date of publication of this notice on the PPRA website.
