Parks & Horticulture Authority (PHA), Lahore is inviting bids from eligible and PEC-registered contractors/firms to carry out the following work through the Punjab Government’s e-Procurement System (EPADS).

This tender follows the Single Stage – Two Envelope procedure, in strict accordance with PPRA Rules 2014.

Tender Details:

Important Instructions for Bidders:

1. Eligibility:
   Only contractors/firms registered with the Pakistan Engineering Council (PEC) and EPADS are eligible to participate.

2. Bidding Procedure:
   This will be a Single Stage - Two Envelope bidding process. Bidders must submit technical and financial proposals separately, as per PPRA Rule 38.

3. How to Submit Bids:

   • Bidders must upload both technical and financial bids electronically through the EPADS portal before the deadline (30-06-2025, 1:00 PM).

   • A hard copy of the technical proposal must also be submitted to the undersigned’s office before the deadline.

4. Opening of Bids:

   • Technical bids will be opened on 30th June 2025 at 1:30 PM by the PHA’s procurement committee in the presence of authorized bidders’ representatives.

   • Financial bids of technically qualified bidders will be opened later.

5. Bid Security:

   • A 2% Bid Security in the form of a Call Deposit Receipt (CDR) from a scheduled bank (in favor of Parks & Horticulture Authority, Lahore) must be submitted along with the hard copy of the technical bid.

   • Bids without this CDR or received after the deadline will not be opened.

6. Performance Security (if applicable):
   If a bidder quotes a price 5% below the estimated cost, they must provide additional performance security (Bank Guarantee) equal to the difference. This security will be released upon successful completion of work. Failure to complete the work will result in forfeiture of the deposit.

7. Right to Reject Bids:
   PHA, Lahore reserves the right to reject any or all bids at any stage. Upon request, bidders may be informed of the reasons for rejection, although the Authority is not obligated to justify them under the PPRA rules.

8. Public Holiday Clause:
   If the tender opening date falls on a public holiday, bids will be opened on the next working day at the same time.
