Tender Notice

The Lahore Development Authority, Urban Development Wing, invites tenders for the following development works. Bidding will be conducted under the Single Stage–Two Envelope procedure (PPRA Rule 38(2)(a)). Engineering firms and contractors registered on EPADS and holding a valid PEC license in the relevant category—as indicated for each work—are eligible to participate. Contractors must also have active NTN and PNTN status. Only firms registered with the Pakistan Engineering Council in the appropriate category may participate through the EPADS E-Tendering system. All procurement processes will strictly follow the Punjab Procurement Rules, 2014 (as amended).

Instructions for Contractors

1. Contractors must register their firm on the EPADS portal by submitting the required information. Only after registration can they participate in the E-Procurement process.

2. Bidding documents (both Technical and Financial) will be available immediately upon publication of this notice on the EPADS platform.

3. Technical proposals must fully comply with the evaluation criteria.
   Financial proposals must include quoted rates and amounts written clearly in both figures and words, as per the Bill of Quantities available online. All tender rates must be signed as per the instructions in the tender documents.

4. All online technical and financial bids uploaded by contractors will be downloaded from the EPADS system at the time of evaluation.

5. If the tender opening date falls on a public holiday, the tender will be opened on the next working day at the same time.

6. Bidders must upload their rates through EPADS only. Tenders submitted via telegraph or postal mail will not be accepted.

7. E-bids (Technical and Financial) must be submitted as PDF files in accordance with Regulation-6(4) of the PPRA Regulations 2024.

8. Only Technical Proposals will be opened on the tender opening day. Financial Proposals of technically responsive bidders will be opened later at the date and time communicated after evaluation.

9. Bids must include a bid security equal to 5% of the estimated cost. The bid security must be submitted in the form of a Bank Guarantee issued by a scheduled bank in favor of the Lahore Development Authority. It must remain valid for at least 30 days beyond the bid validity period.

10. All contractors must submit the original bid security in the office of the undersigned before the submission deadline. Failure to do so will result in disqualification.

11. If an uploaded proposal is found corrupted, unreadable, or infected with a virus, it will be rejected under Regulation-8(4) of PPRA Regulations 2024.

12. Conditional or incomplete bids will not be accepted.

13. Contractors are responsible for payment of all applicable taxes at the time of payment release.

14. All PPRA rules and regulations shall apply without exception.

15. Response time will be calculated strictly from the date of publication of this tender on the official PPRA platform.
