The Nawaz Sharif Institute of Cancer Treatment & Research (NSICT&R), Lahore, invites sealed technical and financial bids from qualified Manufacturers or Sole Agents of Foreign Manufacturers for the supply of palliative care drugs and related medical items for the 2025–2026 financial year. All deliveries will be made on a free-delivery basis to the designated consignee.

Bidding documents include complete technical specifications and quantities for drugs, medicines, medical devices, and surgical disposables. These documents must be downloaded from the official platforms of PPRA, EPADS, and the procuring agency up to the deadline for submission. All bidders must be registered with PPRA on the EPADS system to participate. Bids must be submitted both online via EPADS and as hard copies (technical and financial proposals in sealed envelopes).

Manufacturers must issue authority letters in favor of the Dean, NSICT&R, Lahore. Bidders are required to quote for the full quantity specified; partial bids will not be accepted.

This tender will follow the Single Stage–Two Envelope procedure under the Punjab Procurement Rules, 2014. Each proposal must be sealed separately and clearly marked as “Technical Proposal” or “Financial Proposal,” with the outer envelope indicating the relevant Tender Enquiry Number. Financial proposals from bidders who are technically non-responsive will be returned unopened. Each financial proposal must be prepared separately for each quoted item.

Bids must be submitted by the deadline stated in the tender notice. Online submissions via EPADS will be opened on the same date and time at King Edward Medical University, Neela Gumbad, Lahore. If the submission or opening date falls on a public holiday or an unexpected non-working day, the process will shift to the next working day with the same schedule and venue.

Additional Requirements:

• All quoted items must include both Brand Name and Generic Name in the technical and financial proposals.

• An unhidden photocopy of the affidavit and the 2% bid security (Bank Draft, Bank Guarantee, or CDR) must be attached with the hard-copy technical proposal. The original bid security must be presented on the tender opening day.

• Any clarifications regarding specifications or bidding documents must be submitted only through EPADS within the prescribed timeframe. Responses from the Grievance Committee will be uploaded on EPADS and the official website of King Edward Medical University, becoming part of the bidding documents.

• Submission through both EPADS and manual hard-copy submission is mandatory.
