The Punjab Education Foundation (PEF) is an autonomous organization established under the Government of Punjab, dedicated to improving access to quality education, particularly in underprivileged areas, through a strong public-private partnership model.

In line with its mission to improve student learning outcomes and enhance education quality, PEF, in collaboration with the Government of the Punjab, is launching an initiative to strengthen spoken English proficiency among students and teachers in PEF-affiliated schools. This program is part of a broader effort to prepare students for national and global opportunities by equipping them with essential language skills.

The total estimated cost of this initiative is PKR 500 million.

Scope of the Assignment

PEF invites Expressions of Interest from qualified firms or organizations to provide the following services:

• Training for approximately 300,000 students (Grades 8 to 10) in spoken English.

• Training for primary-level teachers (Grades KG to 5) in using English as the medium of instruction in classrooms.

Eligibility Criteria

Interested applicants must fulfill the following conditions:

1. Experience: Proven track record of having trained at least 50,000 individuals (students, teachers, or professionals) in English language within the past 5 years.

2. Financial Stability: Submit audited financial statements for the years 2021–22, 2022–23, and 2023–24, showing a minimum annual turnover of PKR 100 million in each year.

3. Trainer Roster: Provide a list, on official letterhead, of at least 100 qualified English language or linguistics trainers. Each trainer must have:

   • Minimum 16 years of education

   • English proficiency equivalent to IELTS 6.5–7

   • Name, CNIC, and contact number included

4. Registration: Must be formally registered with relevant regulatory bodies such as SECP or Registrar of Firms, for at least 8 years.

   • In the case of a Joint Venture (JV), a certificate of authorization from all JV partners must designate the lead organization to represent the consortium.

5. Geographical Presence: Proven operational reach across Punjab, with at least three regional offices, including one in Lahore.

6. Undertaking: Submit a signed undertaking on a PKR 100 stamp paper stating:

   • Acceptance of all terms and conditions in the EOI

   • The firm is not blacklisted by PEF or PPRA

   • All submitted documents are authentic

   • In case of any fake or misleading document, the firm may be blacklisted as per applicable laws

Submission Guidelines

• Interested applicants must submit their EOI and required documents through E-PADS no later than July 7, 2025, by 2:00 PM.

• Proposals will be opened the same day at 2:30 PM, in the presence of authorized representatives of the participating firms.

• If the submission date falls on a public holiday, the next working day will be considered as the deadline, with the same timing.

• Incomplete or late applications will not be considered.

• PEF reserves the right to reject any or all proposals before acceptance.

Additional Information

• This EOI notice has been officially published on PPRA, E-PADS, and PEF platforms.

• The Request for Proposal (RFP) will only be shared with those applicants who are shortlisted through the EOI process.

• No fee is required for submission of the EOI.
