E-TENDER NOTICE
The PESSI Maternal, Newborn & Child Health Centre, Kot Lakhpat, Lahore, invites item-rate tenders from eligible contractors/firms through the Punjab E-Procurement (EPADS) system in accordance with the updated PPRA Rules.
All interested firms are requested to read and comply with the following terms and conditions:

Eligibility:
Only contractors/firms possessing valid PRA, GST, and NTN certificates are eligible to participate. -
E-Tender Registration:
Interested parties must be registered with the Punjab EPADS E-Procurement System. Details and the registration process are available at: E-PADS and the PPRA website. -
Tendering Procedure:
The bidding will be conducted using the Single Stage - Two Envelope method, as outlined in PPRA Rules. -
Call Deposit Receipt (CDR):
A CDR amounting to 3% of the estimated cost must be uploaded as a scanned copy with the online submission. The original CDR must be submitted physically to the undersigned’s office before the tender opening. -
Online Quoting:
Bidders must submit their rates online (either above or below the estimated cost) through the Punjab E-Procurement website before the deadline. Rates will be publicly downloaded and announced in the presence of the tender opening committee on the same day. -
False or Forged Documents:
Submission of fake CDRs or false information will lead to disqualification under PPRA rules. Strict legal action may also be initiated by PPRA. -
Rejection of Bids:
The Procuring Agency reserves the right to reject any or all bids at any stage, as per PPRA Rule 35, without assigning any reason. -
Public Holiday Clause:
If the tender opening date falls on a public holiday, the tender will be opened on the next working day at the same time. -
Performance Security:
Upon tender acceptance, the successful contractor must deposit 7% performance security (via CDR), valid till the end of the contract, as specified in the award letter.
