MUNICIPAL COMMITTEE AHMADPUR EAST
Public Auction Notice – Revenue Collection Contracts (Second Time) for the Year 2025–26

The Municipal Committee Ahmadpur East hereby informs the general public and interested parties that a public auction for the following revenue collection contracts for the fiscal year 2025–26 will be held at the office of the Municipal Committee on:

• Date: Thursday, 12th June 2025

• Time: 11:00 AM sharp

• Venue: Office of the Municipal Committee, Ahmadpur East

Eligibility Criteria

1. Individuals or parties who have obtained registration for the year 2025–26 from any district under the Local Government & Rural Development Department, Government of Punjab (as per letter no. 4/2017-2(SOTAX(LG) dated 14-03-2017) are eligible to participate.

2. Contractors registered for the year 2024–25 are also allowed to participate, provided they renew their licenses afterwards.

3. All participants must bring the original copy of their valid registration at the time of the auction.

Earnest Money & Security Deposit

• Participants must deposit 10% of the estimated contract value as earnest money in cash or via a Call Deposit Receipt (CDR), along with a copy of their CNIC and NTN.

• From the winning bidder, 4% of the total amount will be retained as security, refundable upon completion of the contract.

• The remaining 6% will be adjusted in the final contract amount.

For Companies/Organizations

• In case a company participates, it must present:

  • Valid company registration documents

  • A power of attorney authorizing the representative to bid on its behalf

Additional Requirements for Successful Bidders

• The winning bidder must present a guarantor, who must:

  • Own property equal to or greater than the contract value

  • Provide verified ownership documents from the revenue officer confirming the property is free of legal issues or mortgages

  • Or alternatively, furnish a bank guarantee

• The guarantor must also submit a bank statement of the last six months showing a balance equal to or greater than the contract value. A written bank guarantee must be submitted as well.

• Both the contractor and the guarantor must provide their NTN numbers.

Important Guidelines

• Contractors with pending dues or who have been blacklisted are not eligible.

• The competent authority reserves the right to reject any bid or prevent any individual from participating without assigning any reason.

• All taxes and fees must be collected strictly according to the rates notified by the Government of Punjab.

• If the auction date falls on a public holiday, it will be held on the next working day.

• All participants must adhere to the Punjab Local Government (Auction of Collection Rights) Rules 2016, and any other applicable laws and bylaws.

• Bank charges on payment drafts shall be borne by the contractor.
