TENDER NOTICE

Lahore Development Authority (UD Wing) invites tenders for the following works on an item rate basis under the Single Stage–Two Envelope procedure as per PPRA Rule 38(2)(a). Only those Engineering Firms/Contractors may participate who:

• Are registered on EPADS

• Hold a valid PEC License in the relevant category

• Are active tax filers with NTN and Punjab NTN (PNTN)

• Are registered with PEC for participation in the E-Tendering/EPADS System

Procurement will be carried out strictly in accordance with the Punjab Procurement Rules 2014 (amended).

Terms & Conditions for Participation

1. Contractors must register on the EPADS website by providing all required information.

2. Once registered, firms may participate in all E-Procurements.

3. Bidding documents (Technical & Financial) will be available immediately upon the publication of this notice on EPADS.

4. Technical Proposals must be submitted strictly as per the technical evaluation criteria.

5. Financial Proposals must include quoted rates and amounts in figures and in words, as per the BOQ available on the website.

6. All online bids will be downloaded from EPADS at the time of opening.

7. If the opening date falls on a public holiday, bids will be opened on the next working day.

8. Only bids submitted through EPADS will be accepted; tenders submitted by hand, post, or telegraph will not be entertained.

9. Bids must be uploaded as PDF files as required under PPRA Regulations 2024.

10. Only Technical Proposals will be opened initially. Financial Proposals of technically responsive bidders will be opened later on the announced date.

11. Bids must include Bid Security @ 5% of the estimated cost, in the form of a Bank Guarantee issued by a scheduled bank of Pakistan, in favor of Lahore Development Authority.

12. Original bid security must be submitted to the office of the undersigned before the submission deadline; otherwise, the bidder will be disqualified.

13. Any bid found unreadable, corrupt, or infected with a virus will be rejected under Regulation 8(4) of PPRA Regulations 2024.

14. Conditional or incomplete bids will not be accepted.

15. The contractor will be responsible for payment of all applicable taxes at the time of payment release.

16. PPRA Rules will apply strictly.

17. Response time will be counted from the date of publication of this advertisement on the PPRA website.
