The Government of the Punjab has received financing from the World Bank to support the GRADES-P Project. A portion of these funds will be used to hire a qualified Technical Assistance (TA) Firm to provide consultancy services under this assignment.

Purpose of the Assignment

The selected firm will provide technical assistance to the GRADES-P Project, which aims to:

  • Increase participation of both girls and boys in pre-primary to elementary grades

  • Improve reading proficiency at the primary level

The Project includes seven Performance-Based Conditions (PBCs), each with annual targets throughout the project period. Detailed Terms of Reference (TOR) for the assignment are available on the project website or may be obtained from the PMU office.

Invitation for Expressions of Interest

The PMU, GRADES-P, invites eligible consulting firms to express their interest in providing the required services. Interested firms must provide information demonstrating their qualifications and relevant experience. Key Experts will not be evaluated at the shortlisting stage.


Evaluation Criteria for EOI Responses

1. General Experience

  • Minimum 10 years of experience after registration.

  • Relevant experience in the education sector at national or international levels will be given weightage.

  • At least two completed or substantially completed assignments of similar scale and complexity.

  • A strong global or regional track record, including at least two large-scale assignments completed within the last 10 years.

  • Additional weightage for experience in:

    • Public-Private Partnerships (PPPs)

    • Development of teaching and learning materials

    • Continuous Professional Development (CPD)

    • Education assessment reforms

2. Technical and Managerial Capability

  • Firms must provide details on their organizational structure, management capacity, and availability of qualified personnel.

  • Key Experts are not required for shortlisting and will not be evaluated at this stage.

  • Firms must provide relevant, concise, and assignment-specific information—generic promotional material will not be considered.

The Client reserves the right to cancel or withdraw from the hiring process at any time. All costs incurred by interested firms in preparing their EOIs will be borne by the firms themselves.


Important Notes

  • Applicants are reminded of the World Bank’s policy on conflict of interest, outlined in paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations for IPF Borrowers (November 2020).

  • Firms may associate with other firms to enhance their qualifications. They must clearly specify whether the association is a joint venture (JV) or sub-consultancy:

    • In a Joint Venture, all partners will be jointly and severally liable for the entire contract.

    • Each JV partner must submit its own information, which will be evaluated separately.

    • A JV may include a maximum of three (3) partners.

  • The Technical Assistance Firm will be selected using the Quality and Cost Based Selection (QCBS) method as per the Procurement Regulations.
