Invitation to E-Bid – Construction of Recreational Center

The Cantonment Board Sargodha invites online bids from eligible and registered contractors/firms for the construction of a Recreational Center at 47 Adda, Sargodha Cantt. The bidding process will be conducted under the single-stage, single-envelope procedure, in line with PPRA Rules 2004, based on the MES Schedule of Rates 2021 (as amended from time to time).

Terms and Conditions

1. Bidding Documents: All interested bidders can view or download the bid documents and detailed instructions from the official e-tender portal: https://etender.mlc.gov.pk.

2. Submission Timeline:

   • Bidding opens on: 14 May 2025, 2:00 PM

   • Deadline for submission: 30 May 2025, 11:00 AM

   • Bids will be opened on: 30 May 2025, 12:00 PM

   • Note: Only electronic submissions via the e-tender portal are accepted. Manual bids will not be entertained.

3. Rate Quotation: Bidders must quote rates based on MES Schedule of Rates 2021 on a percentage basis.

4. Earnest Money (Bid Security):

   • Bidders must submit 2% of the estimated cost (i.e., PKR 0.80 million) in the form of original call deposit from a scheduled bank.

   • This must be submitted in a sealed envelope via courier or contractor’s representative to the Cantonment Board office by 29 May 2025 (before office closing hours).

5. Mandatory Security Attachment:

   • E-bids without the required call deposit or bid bond will be rejected.

6. Right to Reject Bids:

   • Cantonment Board Sargodha reserves the right to accept or reject any or all bids, in accordance with Rule 33(1) of PPRA Rules 2004.

7. Approval & Work Order:

   • Award of the contract and commencement of work is subject to the approval of the competent authority.

8. Bid Validity:

   • All submitted bid rates must remain valid for 180 days from the date of submission, as per PPRA/PEC regulations.

9. Litigation Declaration:

   • Bidders must submit an undertaking on judicial stamp paper confirming that their firm is not involved in any litigation with any government department.

11. Public Notice:
