Important Instructions

All interested bidders are required to submit their bids electronically through the E-Pak Acquisition and Disposal System (EPADS) at punjab.eprocure.gov.pk.

The procurement will be carried out under Single Stage – Two Envelope Procedure as per Punjab Procurement Regulatory Authority (PPRA) Rules, 2014.

Bidders must submit Technical and Financial proposals separately through the EPADS portal.

A Call Deposit Receipt (CDR) in favor of the Treasurer, Bahauddin Zakariya University, Multan must be uploaded along with the bid.

The original CDR (Bid Security) must be submitted physically in a sealed envelope, clearly mentioning the Tender Number and Title, to the Purchase Office, BZU Multan, before the E-bid submission deadline.

The CDR must be issued from the bidder’s own bank account. Any CDR prepared from another account will not be accepted.

Tenders submitted without Earnest Money (CDR) may be rejected at the time of bid opening.

Bidders must quote prices on the prescribed Financial Bid Form included in the bidding documents, clearly mentioning all applicable taxes.

Rates must be quoted for the entire tender as a whole — partial bids will not be entertained.

Tender documents, terms, and conditions are available on both the EPADS and PPRA Punjab websites.

The procuring agency reserves the right to accept or reject any or all bids as per PPRA Rules. Upon request, the reasons for rejection may be shared, though not necessarily justified in detail.

No bid will be accepted after the closing date and time.

The successful bidder will be required to submit a Performance Guarantee @5% of the total purchase order value in favor of the Treasurer, BZU Multan, valid for one year. Failure to deliver within the stipulated time may result in forfeiture of the guarantee and further action under rules.

Bid Submission Deadline: 20th November 2025, 11:00 a.m.

Bid Opening: 20th November 2025, 11:30 a.m., in the Office of the Purchase Officer, in the presence of bidders who wish to attend.

In case of an official holiday, the tender will be opened on the next working day at the same time.
