1. Background

The Health Department, Government of Sindh has received financing from the Islamic Development Bank (IsDB) under the Sindh Integrated Health and Women Empowerment Project (SIHWEP). A portion of these funds will be used for the Reconstruction of Government Dispensaries in Tharparkar District (Tehsils Chachoro, Dahli & Nagarparkar) – Package-IV.

2. Scope of Work

The project involves reconstruction works for government dispensaries in the above-mentioned tehsils. The completion period for the works is 12 months from the date of contract signing.

3. Bidding Process

• Bidding will follow the National Competitive Bidding (NCB) procedure, in line with IsDB Procurement Guidelines (revised February 2023).

• Participation is open to all eligible bidders as per the Procurement Guidelines.

• Please refer to paragraphs 1.9A–1.9.5 of the Procurement Policy regarding conflict of interest.

4. Availability of Documents

Interested and eligible bidders may:

• Obtain further information from the Project Management Unit (PMU), SIHWEP during office hours (09:00 AM to 05:00 PM PST).

• Purchase a complete set of bidding documents in English by submitting a written application and paying a non-refundable fee of PKR 20,000 in favor of Program Director, SIHPP via CDR or Banker’s Cheque.

• Documents will be dispatched via surface mail upon payment.

5. Submission & Opening of Bids

• Bid Submission Deadline: 23rd September 2025, by 01:00 PM

• Opening of Bids: 23rd September 2025, at 01:00 PM, in the presence of bidders’ representatives who choose to attend.

• Electronic submission is NOT permitted. Late bids will be rejected.

6. Bid Security

All bids must be accompanied by a Bid Security of PKR 27,000,000 (Twenty-Seven Million Rupees) in the form of CDR, Pay Order, or Demand Draft, in favor of Program Director, SIHPP.
