Subject: Construction of Floating Pier for Offloading Export Catch at Korangi Fisheries Harbour

Korangi Fisheries Harbour Authority (KoFHA) invites sealed bids from eligible and reputable contractors/firms for the execution of a major infrastructure project: the Construction of a Floating Pier for Offloading Export Catch at KoFHA, Karachi.

Who Can Apply

Contractors/Firms must meet the following criteria to be eligible for bidding:

• Registered with the Pakistan Engineering Council (PEC) in Category C-4 or above

• Must hold valid PEC specialization codes: CE-02, CE-03, and CE-10

• Registered with:

  • Federal Board of Revenue (FBR) – Income Tax

  • Sindh Revenue Board (SRB)

  • E-Pak Acquisition and Disposal System (E-PADS) under PPRA

Bidding Process

• The procurement will follow the Single Stage - Two Envelope procedure as per Rule 36(b) of the PPRA Rules, 2004.

  • Envelope 1: Technical Proposal

  • Envelope 2: Financial Proposal (to be opened later for qualified bidders only)

Bid Security Requirements

• All bids must be accompanied by a Bid Security of PKR 2,500,000 (Rupees Two Million Five Hundred Thousand Only)

• The security should be submitted with the Technical Proposal, either as a Pay Order or Bank Guarantee from a scheduled Pakistani bank with a minimum AAA rating

• Bid Security must be valid for 148 days from the date of bid submission

• Note: Bid Security from insurance companies will not be accepted. Bids without valid bid security will be rejected.

How and When to Submit

• Bids must be submitted both physically and electronically via E-PADS

• Submission Deadline:
  Date: August 19, 2025
  Time: 12:00 PM

• Opening of Technical Proposals:
  Same day at 12:30 PM, in the presence of bidders who wish to attend
  (Late bids will not be entertained)

Opening of Financial Proposals

• Only those bidders who qualify the technical evaluation will be invited for the financial proposal opening

• The date, time, and venue for financial bid opening will be communicated separately

• Financial bids from unqualified bidders will be returned unopened

Other Important Notes

• Incomplete or partially filled bids will be rejected

• KoFHA reserves the full right to accept or reject any or all bids under Rule 33 of PPRA Rules 2004

• No claims will be entertained against KoFHA’s decision
