GEPCO invites electronic bids from registered or prequalified firms with DISCOS/NTDC/WAPDA/GENCOS & PPMC, as authorized dealers, manufacturers, or suppliers, for the supply of 132/11.5kV, 31.5/40MVA Power Transformers in accordance with NTDC Specification No. P-46:2022 (as amended to date).

The procurement will follow a Single-Stage, Two-Envelope bidding procedure.

Key Requirements & Conditions

1. Bid Submission:

   • Bids must be submitted electronically via the PPRA e-PADS Portal (www.eprocure.gov.pk).

   • Manual submissions will not be accepted.

   • Each bid must include two encrypted envelopes: one for the Technical Proposal and one for the Financial Proposal, clearly marked.

2. Tender Documents:

   • Available on the PPRA e-PADS website.

   • If unable to download, bidders may obtain a soft copy from the office of the undersigned to participate in the e-bidding process.

3. Bid Validity & Guarantee:

   • Bids must remain valid for 150 days from the opening date.

   • Bid Guarantee must be valid for 180 days and submitted in the form of CDR, Pay Order, Banker’s Cheque, or Bank Guarantee from a Scheduled Bank of Pakistan.

   • Original bid guarantee documents must be submitted in a sealed envelope (marked with Tender No. & Title) before the e-bid submission deadline, and a copy attached to the Technical Proposal.

4. Technical Requirements:

   • Fresh type test undertakings will not be accepted.

   • Only equipment with valid and complete type test reports from designated laboratories (as per NTDC Type Test Policy 2023) will be considered.

   • Incomplete or missing type test reports will result in rejection without further consideration.

5. Other Conditions:

   • Conditional bids or bids without the required Bid Guarantee will be rejected.

   • The average annual turnover for the last three years must be PKR 1010 million or more.

   • Bids received after the deadline will not be considered.

   • GEPCO reserves the right to reject any or all bids in accordance with PPRA Rules.
