The Independent System and Market Operator of Pakistan (ISMO), a State-Owned Enterprise established in 2025, is responsible for system operations, long-term generation and transmission planning, and electricity market operations. ISMO plays a vital role in transforming Pakistan’s electricity sector into a modern, resilient, and consumer-focused energy system.

To support the recruitment of key management positions, ISMO seeks to engage experienced headhunting firms under a framework agreement.

Scope of Services

The selected headhunting firm will:

• Identify suitable candidates through diverse channels.

• Conduct detailed evaluations and assessments.

• Present a shortlist of qualified candidates to ISMO’s Board of Directors or Management.

• Ensure full compliance with the SOE (C-Level Appointments) Guidelines 2024.

Interested firms must provide:

• Company Profile – Overview, mission, and values.

• Company Size – Employees, offices, infrastructure.

• Industry Knowledge – Expertise in the energy/power sector.

• Relevant Experience – Public and private sector clients served.

• Specific Energy Sector Experience – Particularly in system and market operations.

• List of Notable Clients – Names of reputable organizations served.

• Audited Financial Statements – For the last 5 years, proving financial stability.

• Legal Undertakings – Confirming the firm is not blacklisted, bankrupt, or involved in illegal practices.

• Confidentiality Commitment – Assurance to maintain project confidentiality.

Evaluation Criteria

• Total Experience – Minimum 5 years; additional years earn extra marks.

• Energy Sector Experience – Minimum 2 years; more years earn extra marks.

• Client Portfolio – International, public, and private sector diversity.

• Senior Placements – Number of C-level or senior roles successfully placed.

• Minimum qualifying score: 70 out of 100 marks.
