WAPDA is inviting sealed bids and proposals from qualified contractors for the Engineering, Procurement, and Construction (EPC) of Package-III: Electro-Mechanical Works for the Attabad Lake Hydropower Project (54 MW).

This international competitive bidding (ICB) will be conducted under the Single Stage – Two Envelope procedure, as outlined in the Public Procurement Regulatory Authority (PPRA) Rules, 2004 (updated) and the Pakistan Engineering Council (PEC) By-laws.

Eligibility Criteria:

• International bidders are welcome but must form a Joint Venture with Pakistani contractors.

• Pakistani contractors must be registered with the Income Tax and Sales Tax Departments, listed as Active Taxpayers with FBR, and must hold valid PEC registration in category C-A for relevant works.

Bid Security:

Each bid must include a Bid Security of PKR 120 million, or its equivalent in a freely convertible currency. The official exchange rate will be determined by the State Bank of Pakistan.

Documents may be obtained upon payment of Rs. 20,000 through CDR or Pay Order, made out to GM (Projects) Northern Areas, WAPDA.

Alternatively, the documents can be downloaded free of cost from the official WAPDA website.

Submission Details:

• All bids/proposals must be submitted by June 12, 2025 at 11:00 AM at WAPDA Auditorium, WAPDA House, Sharah-e-Quaid-e-Azam, Lahore, Punjab.

• The Technical Bids will be opened the same day at 12:00 PM.
