MUNICIPAL CORPORATION SAHIWAL

E-TENDER NOTICE

Municipal Corporation Sahiwal invites sealed electronic bids from eligible contractors and firms on an item-rate basis through the Punjab PPRA E-Tendering System. The bidding will be conducted under the Single Stage – Single Envelope procedure, as prescribed in the PPRA Rules.

Eligibility Criteria

Firms or contractors intending to participate must:

• Be registered with the Pakistan Engineering Council (PEC) in the relevant category and codes.

• Be registered with GST, NTN, and PST authorities.

• Be enlisted and registered on the Punjab PPRA E-Procurement System.

• Submit earnest money (bid security) equal to 5% of the estimated cost in the form of a Call Deposit Receipt (CDR), issued in favor of the Chief Officer, Municipal Corporation Sahiwal.

The CDR must be uploaded with the e-bid and the original CDR must be submitted to the office of the Municipal Officer (Infrastructure) at least half an hour before the bid opening time. Failure to do so will result in rejection of the bid as non-responsive.

Bidding & Submission Process

• Bidders must fill in the unit rates (both in figures and words) against each item in the prescribed price schedule provided in the bidding documents.

• The total bid amount will be calculated by multiplying the quoted unit rate of each item by its respective quantity.

• Bids can be submitted electronically up to half an hour before the scheduled opening time through the EPADS portal.

• Bidders may attend the Municipal Corporation Sahiwal office on 28-11-2025 at 11:00 AM, where all uploaded bids will be retrieved, opened, and the lowest bidder announced in the presence of the Tender Opening Committee.

Important Terms & Conditions

1. Submission of any false, forged, or misleading documents (including CDRs) will result in immediate disqualification and blacklisting of the firm/contractor. Further action will be recommended to PPRA and PEC.

2. The procuring agency reserves the right to reject any or all bids before acceptance, under PPRA Rule 35 (Rejection of Bids).

3. The agency also reserves the right to increase or decrease quantities of any item before or after issuance of the work order.

4. The successful bidder will be required to carry out all quality control tests at their own cost.

5. The decision of the procuring agency shall be final and not challengeable in any court of law.

6. All other terms and conditions are detailed in the official bidding documents.
