Office of the District Council Vehari invites online bids for the following development schemes under the Urban Re-Generation Plan. The bidding process will be conducted through the Punjab Government’s E-Tendering platform, in accordance with the latest PPRA Rules.
All eligible engineering firms and contractors are encouraged to participate, provided they meet the following criteria and terms:
Participation Requirements

PEC Registration: All contractors or firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category and specialization codes, valid for the fiscal year 2024–2025.

PPRA Registration: Interested bidders must also be registered with the Punjab Procurement Regulatory Authority (PPRA) and use the EPADS e-procurement platform to participate in this tender.

Earnest Money: A 5% CDR (Call Deposit Receipt) of the estimated project cost must be uploaded along with the bid in favor of the Chief Officer, District Council Vehari.

The original CDR must be submitted in person to the Tender Opening Committee at least one hour before the official bid opening. Failure to do so will result in disqualification.

Bid Submission & Opening:

Bids must be submitted online via the EPADS portal.

All bidders are welcome to attend the bid opening on May 24, 2025 at 3:00 PM, where rates will be retrieved and announced by the Tender Opening Committee.

Integrity Clause: Any firm found submitting fake documents or misleading information (e.g., forged CDRs or receipts) will be immediately disqualified, blacklisted, and reported to PPRA and PEC for further action.

Bid Format:

Bidders must quote item-wise rates (not in percentages) for each entry in the DNIT/BOQs.

Financial bids must be complete, including all rate analysis and summary pages. Incomplete bids will be considered non-responsive and excluded from evaluation.

Right to Reject: The procuring agency reserves the right to reject any or all bids prior to acceptance in accordance with PPRA Rule 35.
