Sealed electronic bids are invited from eligible engineering firms and contractors for civil repair works in various sections of the Dera Canal and Darkhast Canal Sub Divisions. Bidding will be conducted in accordance with the Punjab Procurement Rules 2014 (amended to date), under the e-Tendering system, following a Single Stage – Single Envelope procedure.

General Instructions and Terms:

Bidders must be registered with the Pakistan Engineering Council (PEC) and enlisted with the Punjab Irrigation Department. Valid PEC registration for 2024–25 in the relevant category and discipline is required.

All firms/contractors must also be registered on the Punjab e-Procurement Portal (EPADS). Manual or courier/post/email submissions will not be accepted.

Bids must be submitted online through the EPADS system no later than 13th May 2025, by 01:00 PM. The original earnest money in the form of a Bank Guarantee or CDR (valid for 60 days), along with a copy of PEC license, must be physically submitted to the Tender Opening Committee by 01:30 PM on the same day.

Bids will be opened on 13th May 2025 at 01:30 PM at the office of the Executive Engineer, D.G Khan Canal Division-II, in the presence of bidders or their authorized representatives.

The lowest bidder will be required to:

Submit a performance guarantee equal to 3% of the bid amount from a scheduled bank.

In case the bid amount is 5% or more below the estimated cost, provide a Quality Assurance Security equal to the difference between the estimated cost and bid amount, as per Punjab Finance Department Notification dated 16.11.2022.

All field testing of materials must be arranged and paid for by the successful bidder. Any failures or re-testing will also be the bidder’s responsibility.

Payments will be made based on actual work completed, subject to fund availability and clearance by Third Party Monitoring (TPM) consultants (M/s NESPAK-RHC J.V.).

Delays in payment due to non-release of funds by authorities will not entitle the contractor to claim interest.

All conditional or incomplete bids will be rejected.

In case of two or more lowest bids with the same quoted amount, the final decision will rest with the competent authority.

The department reserves the right to reject any or all bids before acceptance, under PPRA Rule-35.

The successful contractor must sign a formal agreement and provide an execution schedule within three days of acceptance.

If there is any conflict between this notice and the PPRA Rules 2014, the rules shall prevail.

Compensation may be imposed for delays in project execution as per contract terms.
