E-TENDER NOTICE (CB-04-2025-26)

The Prisons Department, Faisalabad Region, invites sealed e-tenders from reputable firms and contractors through the PPRA / EPADS e-tendering system for the supply of meat, chicken, vegetables, pulses, and other food items to the following institutions for the financial year 2025–26:

1. Central Jail Faisalabad

2. District Jail Faisalabad

3. District Jail Jhang

4. District Jail Mianwali

Bidding will be conducted in accordance with the Punjab Procurement Rules (PPRA) using the Single Stage – Two Envelope procedure (Technical and Financial Proposals).

TERMS AND CONDITIONS

1. Eligibility:
   Only firms or contractors registered with Pakistan Engineering Council (PEC) and General Sales Tax (GST), National Tax Number (NTN), and Punjab Sales Tax (PST) authorities are eligible to participate.

2. Bid Submission:

   • Bids shall be submitted online via EPADS up to 24-11-2025, 12:30 PM.

   • The Technical Proposals will be opened on the same day at 1:00 PM.

   • The process will be conducted through the Punjab PPRA E-Procurement System.

3. Bid Security:

   • An earnest money deposit (CDR) amounting to 5% of the total estimated cost, issued by a scheduled bank in favor of the Inspector General of Prisons, Faisalabad Region, must be uploaded online and submitted in original at least 30 minutes before bid opening.

   • Failure to provide the original CDR within the stipulated time will lead to bid rejection.

4. Evaluation & Award:

   • Technical and financial evaluations will be carried out as per PPRA rules.

   • The successful bidder and the runner-up will remain bound until the final approval of the tender by the competent authority.

   • After approval, the successful bidder must sign the contract within 7 days; failure to do so will result in forfeiture of the earnest money.

5. Performance Guarantee:

   • The approved firm must provide a Performance Guarantee equivalent to 6% of the contract value, in the form of CDR, under PPRA Rule 50.

6. Quality Standards:

   • All food supplies must strictly conform to the Pakistan Pure Food Rules, 1985 (Amended 2011) and Punjab Food Authority Regulations, 2018.

   • The successful firm shall ensure the delivery of fresh and hygienic items meeting the required specifications.

   • Quality inspection will be carried out by the Superintendents of concerned jails and other authorized officers.

7. Blacklisting Policy:

   • Firms previously blacklisted or penalized by any government department are not eligible.

   • Firms failing to deliver goods as per specifications or supplying substandard materials in the previous year will not be allowed to participate.

8. Procurement Rights:

   • The procuring agency reserves the right to accept or reject any or all bids before acceptance, as per PPRA Rule 35.

   • Quantities may be increased or decreased as per requirement before or after issuance of the work order.

9. Supply & Delivery:

   • Supplies shall be made on a daily basis to the concerned jails.

   • Meat and chicken shall be fresh, properly cleaned, and delivered according to weight and hygiene standards.

   • Vegetables, pulses, and grocery items shall meet quality parameters specified in the bidding documents.
