The Office of the Assistant Inspector General of Police, Motor Transport Sindh, Karachi invites online bids from eligible and interested firms for providing the following services for the Sindh Police vehicle fleet:
Project Details

Service Required: Vehicle Tracking Services for monitoring police vehicles

Quantity: 4,000 vehicles

Estimated Project Value: Rs. 40 million per annum
Eligibility Criteria (Mandatory)

The firm must be registered with:
-
Federal Board of Revenue (FBR)
-
Sindh Revenue Board (SRB) for applicable taxes.

The firm’s Income Tax Status must be “Active” and Sales Tax Status must be “Operative” as per the FBR Taxpayer Profile. Non-compliance will result in immediate disqualification.

A valid Data CVAS (Class Value-Added Services) License issued by the Pakistan Telecommunication Authority (PTA) is required at the time of bid submission.

The company must have an established service network throughout Sindh province.

Bidders must register on the SPPRA E-PAD System for online submission of bids.

Bidding Method: Single Stage – Two Envelope Procedure under Rule 46(2) of SPP Rules 2010.

Can be downloaded from the Sindh e-Procurement portal or purchased from the address mentioned below.

Tender fee: Rs. 5,000/- (non-refundable).

Bid Security:
-
2% of the estimated project value (Rs. 40 million).
-
Must be submitted in the form of Pay Order, Demand Draft, Bank Guarantee, or CDR in favor of Inspector General of Police, Sindh.

Submit the original bid security to the Office of the AIG Motor Transport before the bid opening deadline.

Important Dates

Deadline for downloading documents: Up to 9th September 2025, 2:00 PM.

Deadline for uploading bids (EPAD): 9th September 2025, 2:30 PM.

Opening of Technical Proposals: 9th September 2025, 3:00 PM in the presence of the Procurement Committee.

If the opening date is a public holiday, bids will be opened on the next working day at the same time.
Additional Conditions

Conditional bids will be rejected.

Sindh Police reserves the right to increase or decrease the number of vehicles or scope of work without assigning any reason.

The bidding process can be canceled at any time prior to acceptance, as per Rule 25 of SPP Rules 2010.
