    Pakistan Airports Authority (PAA) invites sealed bids from eligible bidders for the procurement listed below. The bidding process will be conducted in accordance with Rule 36(b) of the Public Procurement Regulatory Authority (PPRA) Rules. Only firms that are registered with both the Income Tax and Sales Tax Departments, possess valid NTN and GST certificates, and are listed on the Active Taxpayer List of the Federal Board of Revenue (FBR) are eligible to participate.

Bidding Guidelines

1. Bidding Documents:
   The bidding documents can be accessed and downloaded free of cost from the PPRA E-Procurement System (EPADS) at [eprocure.gov.pk]. Bidders must be registered with the EPADS portal to download documents and participate electronically.

2. Submission of Bids:

   • Bids must be submitted both electronically via the PPRA EPADS portal and in hard copy (sealed envelope).

   • The hard copy must include the original Bid Security (pay order/bank guarantee), filled bidding documents, and all supporting certificates.

   • Bids received after the due date/time or not fulfilling the conditions will not be entertained.

3. Important Compliance Notes:

   • Bidders must ensure their name appears on FBR’s Active Taxpayer List and must provide valid GST and NTN certificates.

   • Proof of active taxpayer status and original bid security must be submitted before the opening date.

   • Any fake or dishonoured financial document will result in blacklisting and legal action.

4. Contract Duration:
   The successful bidder shall be responsible for performance and delivery until the completion of the project and warranty period.

5. Right to Reject:
   PAA reserves the right to accept or reject any or all bids, providing valid reasons upon request.
