Pakistan Railways (PR), acting through the Project Director/Telecommunication System, is planning to execute the project "Improve Safety Through Better Communication System." This project aims to revive the Control Communication System across four divisions of Pakistan Railways, including Karachi, Sukkur, Multan, and Lahore. The scope includes the deployment of IP-based Microwave Radios, cross-connection with the existing Optical Fiber Cable, and provision of a control communication and supervisory system between Station Masters and Control Offices at each division. The project also covers the installation of IP phones with built-in cameras, new towers, and repairs to existing towers, under PSDP Funds.

The Project Director/Telecommunication System (the Employer) invites electronic bids (Technical & Financial Proposals) through the E-Pak Acquisition and Disposal System (e-PADS). The bids will be accepted on the basis of a Single Stage-Two Envelope bidding procedure, in accordance with the PPRA rules. No bids will be accepted other than those submitted via e-PADS.

1. Bidding Documents: These can be downloaded free of cost from the e-PADS website.

2. Bid Submission: Bids must be submitted electronically through e-PADS, and no late submissions will be entertained.

3. Eligibility:

   • The bidder must be registered with the Pakistan Engineering Council in the relevant categories.

   • Foreign bidders may only participate in a joint venture with a Pakistani firm.

4. Bid Security: A bid security of Rs. 8.0 million must be submitted in favor of FA & CAO, Pakistan Railways, Lahore. The soft copy of the bid security must be uploaded on e-PADS, and the original must be delivered to the Office of the Project Director/Telecommunication System at Pakistan Railways Headquarters, Empress Road, Lahore, before the tender closing time.

• Bid Opening Time: 12:30 PM on 13th May 2025, at the Office of the Project Director/Telecommunication System, Lahore. Bidders' representatives are welcome to attend.
