Eligibility Criteria (Mandatory)

Valid PEC Registration up to June 2025 or beyond, in relevant category and specialized codes.

Similar work experience: one work of 80% or two works of 50% of the estimated cost, executed in the last five years.

Bio-data of engineering and technical staff.
-
Average annual turnover equal to the project cost in the last three years.

Annual audited financial reports for the last three years from an ICAP-registered audit firm.
-
Evidence of machinery/equipment ownership or rental agreements.
-
Bank creditworthiness certificate showing 15% of estimated cost with separate annual bank statements.
-
Active Income Tax Registration (NTN) with FBR.
-
Annual Income Tax Returns of the last three years.
-
Active Sindh Revenue Board (SRB) Registration.

Numbered and attested technical proposals by the firm owner.
Method of Procurement
Single Stage, Two Envelop Procedure.
Tender Documents

Tender documents can be collected from the office of the undersigned or downloaded from the official SPPRA website.

Non-refundable tender fee: Rs. 3,000/-.
-
5% bid security must be attached through Call Deposit Receipt (CDR) from any scheduled bank, in favor of the Executive Engineer, Highways Division Mirpurkhas.

Separate envelopes for technical and financial proposals must be clearly marked.
-
Financial proposals of technically unqualified firms will be returned unopened.
-
In case of absence of committee members or public holidays, bids will be opened the next working day.
Other Terms and Conditions

No Joint Ventures are allowed.
-
Representative must have authority on Judicial Stamp Paper.
-
Fresh affidavits required regarding no ongoing litigation, blacklisting, and correctness of submitted documents.

Submission of incomplete or incorrect information may lead to blacklisting.
-
No conditional, electronic, or telegraphic bids will be accepted.
-
The Procurement Agency reserves the right to accept or reject any bid as per SPPRA Rules.

Bid validity: 90 days.
