Expression of Interest (EOI) for Pre-Qualification

Prime Minister’s Youth Skill Development Program (PMYSDP) – Batch III
Training Service Providers in Multiple Priority Sectors

The National Vocational and Technical Training Commission (NAVTTC), working under the Ministry of Federal Education and Professional Training, is the apex body for Technical and Vocational Education and Training (TVET) in Pakistan. NAVTTC is responsible for promoting, regulating, and guiding the country’s skills development system, including curriculum development, training, and policy direction.

As part of the Prime Minister’s Youth Skill Development Program (PMYSDP) Batch III, NAVTTC invites Expressions of Interest (EOIs) from technically capable and financially sound training providers. Eligible entities include:

• Public and private technical/vocational training institutes

• Universities

• Small and medium enterprises

• Other training entities

The objective is to deliver specialized training programs in multiple priority sectors, leading to internationally recognized certifications. Institutes offering such certifications directly or in partnership with international certification agencies are highly encouraged to apply.

Important Notes

• Applying institutes must have the required infrastructure and facilities, as outlined in NAVTTC’s notified qualifications.

• NAVTTC may use internal or third-party evaluators during the pre-qualification process.

• No Joint Ventures (JVs) are allowed.

• Only NAVTTC-registered institutes will be considered.

• Institutes affiliated with international bodies will be given preference.

• Provision of biometric machines and CCTV cameras with IP links is mandatory.
