Project Overview

IESCO invites E-Bids from eligible contractors for the following work under National Competitive Bidding (NCB) using the Single Stage — Single Envelope method as per PPRA Rules 2004 (amended to date):

Who Can Apply

Interested bidders must meet the following eligibility criteria:

• PEC Registration:

  • Valid and renewed for 2024–25.

  • Minimum Category C-6 with specialization codes CE-10 & EE-05.

  • Up-to-date registration with the Provincial Revenue Authority and Islamabad Capital Territory (ICT) (whichever applies) for Sales Tax on Services.

  • For Joint Ventures (JVs), all partners must meet PEC requirements.

• Relevant Experience:

  • At least 5 years of experience in relevant construction works.

  • Must show at least two (2) similar contracts completed within the last 10 years:

    • Combined value equal to PKR 5.9 million.

    • Each contract must be worth at least 30% of PKR 5.9 million.

    • Provide valid Work Orders, Contract Agreements, and Completion Certificates.

• Legal & Tax Status:

  • Bidder/JV can be an individual, private entity, government-owned enterprise, or a combination.

  • Must be an active taxpayer and provide income tax returns for the last 3 years (verified by FBR).

• Financial Strength:

  • Verified by audited financial statements for the last 3 years from a reputable chartered accountancy firm.

How to Apply

• Only E-Bids submitted through E-Pak Acquisition & Disposal System (E-PADS) will be accepted.

• Download the complete bidding document from E-PADS.

• Upload all mandatory documents as mentioned in the tender on the E-PADS portal.

• Bid Security: Rs. 180,000/-

  • Must be in the form of Bank Guarantee/CDR/Bank Draft from a scheduled bank.

  • In favor of Chief Engineer (Development), IESCO.

  • Upload on E-PADS and submit the original on the day of bid opening.

  • Valid for 28 days beyond bid validity; bid must be valid for 90 days.

• Bid Opening Date: 29th July 2025

• Time: 11:30 AM

• Venue: Office of Chief Engineer (Development), IESCO Headquarters, Street #40, Sector G-7/4, Islamabad

• In case of an unexpected public holiday, bids will be opened on the next working day at the same time and venue.

Additional Terms

• Bidders providing fake or false information will be blacklisted according to IESCO’s approved mechanism.

• IESCO reserves the right to accept or reject any/all bids under PPRA Rule 33(1).
