HBFC invites sealed bids from qualified and reputable firms for the Hiring of an Outsourced Service Provider (OSP) to manage services at its Head Office and regional branches.

This procurement will be conducted under the Single Stage – Two Envelope Procedure, as per Rule 36(b) of the Public Procurement Rules, 2004. This means bidders must submit both Technical and Financial Proposals in separate envelopes, as outlined in the tender documents.

How to Participate

• The complete tender document, which includes the detailed Scope of Work, terms and conditions, and submission instructions, is available for registered suppliers on the EPADS (E-Pak Acquisition and Disposal System) and the HBFC website.

• The tender notice is also published on the PPRA website for broader visibility and transparency.

Bid Submission Details

• Deadline for Submission: June 10, 2025, at 11:00 AM

• Submission Mode: Bids must be submitted electronically via the PPRA EPADS portal, in line with the instructions provided in the tender documents.

• Bid Security: A fixed amount of PKR 500,000 (Five Hundred Thousand Rupees only) must be submitted as a Pay Order or Bank Draft.

  • A scanned copy of the bid security must be uploaded with the bid through EPADS.

  • The original bid security document must also be submitted in a sealed envelope to the address provided below before the submission deadline.

Bid Opening

All submitted bids will be opened electronically through the EPADS system in the presence of:

• The HBFC Procurement Committee, and

• Representatives from the participating firms (if they choose to attend).

• HBFC reserves the right to accept or reject any or all bids in line with the Public Procurement Rules (PPR-2004).
