All bids must be submitted online via e-PADS only — no physical or postal submissions will be accepted.

Bidders must be registered with FBR and PRA as active filers (NTN & PNTN required).

Technical documents and soft copy of the Bid Security (uploaded as PDF on e-PADS).

Original CDR (5% of estimated cost) to be submitted by hand at the District Council Office, DC Office Road, Bahawalnagar, before the bid deadline.

Financial bids will only be opened for those bidders who qualify the technical evaluation.

Bidders must quote rates for each item individually as per the BOQ; bids with only percentage (%) offers will be rejected.

All prices should be inclusive of taxes and mentioned clearly in figures and words.

Bids with unreadable files, corrupted data, or viruses will be rejected.

Conditional, telegraphic, or mailed bids will not be entertained.
