TENDER NOTICE

District Council Sahiwal invites sealed item-rate tenders from eligible contractors in accordance with the Punjab Procurement Rules (PPRA) for the following project, based on TS rates (MRS 2nd Bi-Annual 2025).

Eligible contractors must be registered or renewed with Local Governments in the Sahiwal Division for the financial year 2025–26, in the relevant category, and must have deposited their enlistment fee as required.

Tender Procedure & Terms

1. Bidding Documents:
   Complete bid documents are available on EPADS and the PPRA website.

2. Bidding Method:
   The tender will be conducted through the EPADS system, under the Single Stage – One Envelope procedure as per PPRA rules.

3. Bid Submission:

   • Bidders must complete and upload all required forms, tables, and documents — properly signed and stamped — through EPADS.

   • The bids can be submitted from the date of publication until 24-11-2025 at 12:00 PM.

4. Bid Security:

   • The earnest money (CDR), as specified above, must be uploaded with the bidding documents on EPADS.

   • The original CDR must be submitted to the office of the District Council Sahiwal before the closing date.

   • Non-compliance will result in rejection of the bid.

5. Opening of Bids:
   All bids will be opened on EPADS on 24-11-2025 at 1:00 PM in the office of the District Council Sahiwal by the Tender Opening Committee in the presence of available bidders or their authorized representatives.

6. Rate Quotation:
   It is mandatory for bidders to quote unit rates both in figures and words for each item in the prescribed price schedule provided in the bidding documents. Bids with rates filled in any other format will not be accepted.

7. Taxes:
   Quoted item rates shall be exclusive of Punjab Sales Tax (PST).

8. Rejection Conditions:
   Conditional, unsigned, incomplete, overwritten, or ambiguous bids will be rejected.

9. Performance Guarantee:
   A performance guarantee will be required as per applicable Government Rules and as mentioned in the bidding documents.

10. Authority Rights:
    The competent authority reserves the right to reject any or all bids before approval without assigning any reason.

11. Completion Period:
    The time period for completion of work will be mentioned in the Work Order issued after approval of rates for the lowest evaluated bidder.

12. Quality Control:
    The successful bidder will be responsible for conducting all required quality control tests at their own expense.

13. Other Conditions:

    • Only PEC-registered contractors in the relevant category are eligible to participate.

    • In case of arithmetical or typing errors, the original documents will be considered final.

    • All other clauses mentioned in the bidding documents will remain applicable.
